Detects the execution of rclone.exe or renamed binaries with command-line flags indicative of data exfiltration to cloud storage providers such as S3, Mega, OneDrive, or Google Drive. This behavior is frequently associated with ransomware actors, including Akira, Qilin, and Storm-2570, who use Rclone to perform mass exfiltration of sensitive file share data prior to encryption (double extortion).
Detects outbound HTTP PUT requests characteristic of data exfiltration associated with Qilin ransomware. The rule monitors for the use of command-line tools like s5cmd or rclone for uploading data, often used during the double extortion phase where stolen data is uploaded to leak sites.
Detects Active Directory Directory Replication Service (DRSUAPI) GetNCChanges requests originating from a principal or host that is not recognized as a Domain Controller. This behavior is indicative of unauthorized DCSync operations used to dump NTDS.dit hashes, a common technique for credential harvesting associated with ransomware actors like Qilin.
Detects potential Qilin ransomware binaries following Cisco FMC-based intrusion by UAT-11988. Source intel provides only name-level attribution (no sample hash/byte IOC for the payload), so this is tightened to a valid PE, a plausible ransomware-payload size band, and >=2 occurrences of the family string -- a bare single 'Qilin' substring in an arbitrary PE (e.g. an unrelated app, build path, or AV/report string) is not sufficient to alert on alone.

This YARA rule detects files associated with the Agenda (Qilin) ransomware by searching for specific string patterns within the binary, such as hardcoded ransom note contents, Rust language artifacts, and an onion domain used for command-and-control or negotiation. It also validates the file as a Windows executable.
