With binaries blocked, operators upload using .NET primitives and web cmdlets (WebClient.UploadFile, Invoke-RestMethod -Method Post -InFile, FtpWebRequest). Logic is anchored on strong upload indicators, not webclient + URL (which mostly catches download cradles).
